Right now, Metro Manila and Metro in Cebu are the most well-invested business process outsourcing (BPO) cities in the Philippines. But there are other cities in this country where you can make your investment, primarily because they are even cheaper there than in these large cities. The Commission on Information and Communications Technology (CICT) and the Business Processing Association of the Philippines (BPA/P) came out with a list of "next wave" cities in the field of BPO.
